Can I use a Mexican Matriculation card?

No, it is not acceptable UNLESS it is for the purpose of adoption/child placement or visa/immigration. It cannot be used for the purpose of employment, volunteering, etc.  (Per the Dept. of Justice representative that handles the Certifix account.)
